Tabseer is a notified conformity assessment body initiated by the Saudi Organization for Standardization, Metrology and Quality, to issue the Saudi Certificates of Conformity to a number of regulated products.

Tabseer provides its services in the field of Conformity Assessment and Certification of Exported Products from the following regions:

• Middle East and North Africa
• Europe
• Asia and Australia
• The Americas (North America and South America)

Product Certificate of Conformity (PCoC)

Scope: All locally manufactured and imported products subject to Saudi Technical Regulations.

Validity: One Year Only

Required Documents:

• Supplier Data (address, contact information)
• The contents of the technical file according to the regulations. The most important are: (Supplier’s Declaration of Conformity, test reports and factory visits for high risk products, Risk Assessment Report, Factory License, and product photos).

A Certificate of Conformity is issued through the Saber Electronic Platform after proving compliance with the standards with the approval of the conformity assessment body accredited by the Saudi Organization for Standardization Metrology and quality.

Shipment Certificate of Conformity (SCOC)

Scope: All products and shipments subject to and not subject to Saudi technical regulations imported tino the Kingdom:

Validity: Per Shipment

Required Documents:

• Bill of Lading
• Billing Data
• Number of Products
• Self-Declaration Certificate

A Conformity Certificate is issued through the Saber Electronic Platform to all incoming shipments into the Kingdom of Saudi Arabia to avoid disruption of its clearance within the Kingdom’s Customs.

Self-Declaration Certificate

Scope: All imported or locally manufactured products (not subject to technical regulations).

Tabseer provides the service of issuing a Self-Declaration Certificate by adding model numbers of products on the Saber platform.

Food Products Conformity Certificate (SFDA)

Scope: Food products imported from outside the Kingdom of Saudi Arabia

Validity: Per Shipment

The geographical scope of granting the Certificate: Egypt, India, Italy, France, United Arab Emirates, Kuwait, Bahrain, Sultanate of Oman, Qatar.

Tabseer is registered with the Saudi Food and Drug Authority as an awarding body to issue a Certificate of Conformity to food products provided that the examination takes place in the Country of Origin.

Cosmetics Certificate of Conformity (SFDA)

Scope: Cosmetics imported into Saudi Arabia.

Validity: Per Shipment

Geographical scope for granting the Certificate: France, Italy, Germany, United Arab Emirates, Kuwait, Bahrain, Sultanate of Oman, Qatar, Jordan, Egypt.

Tabseer is registered with the Food and Drug General Authority as an authority to issue a Certificate of Conformity for cosmetics.

Saudi Quality Mark (SQM)

Scope: A number of products, whether manufactured locally, or imported from abroad.

Validity: Three years.

Tabseer is an approved body by the Saudi Standards, Metrology and Quality Organization to carry out the technical study and Factory Audits, Conformity Assessment Procedures, and Issuance of Recommendation to grant the Saudi Quality Mark in the field of the following technical regulations:

• Gulf Technical Regulations for Low-Voltage Electrical Appliances and Equipment.
• Technical Regulations for Building Materials – Part One: Metals and Their Alloys for Construction I – Sectors and Buildings.
• Technical Regulations for Building Materials – Part Two: Insulation Materials and Building Cladding Materials.
• Technical Regulations for Building Materials – Part Three: Hydraulic Bonds (Cement and Precast Concrete).
• Technical Regulations for Building Materials – Part Four: Bricks, Tiles, Ceramics and Tools. Health and related products.

Gulf Conformity Mark (G-Mark)

Scope: Categories of products for which Gulf Technical Regulations are issued to verify conformity, include Children Toys and Low voltage Electrical Appliances.

Validity: Three years

Required Documents:

• Safety and Magnetic Compatibility Test Reports according to Gulf or International Specifications issued by an accredited laboratory.
• Risk Assessment Report for the product.
• User Manual and instructions in Arabic.
• The Data Card showing all technical data and information pertaining to the manufacturer.

Tabseer is registered with the Standardization Organization of the Cooperation Council for the Arab States of the Gulf to issue the G-mark to 13 categories of low-voltage electrical appliances products.
