What is the SASO Certificate of Conformity (CoC)?

The SASO Certificate of Conformity (CoC), is a requirement for all regulated products exported to Saudi Arabia to ensure that they comply and conform to the relevant technical regulations covered by the Saudi Standards, Metrology, and Quality Organization (SASO). It ensures that the product meets the Kingdom 2030 vision objectives in regards to developing the economy and trade methods that provide a quality lifestyle for Saudi citizens.

Issuance via Saber

Since the Saudi Product Safety Program “SALEEM” was launched-with the aim of providing a conformity assessment process with a more accessible and easier tool to verify and issue certificates of conformity to imported products. SASO CoC issuance was transferred to the new electronic platform “Saber”.
Saber became linked to “FASAH” to maintain the electronic processing and verifying for conformity assessment, and clearance requirements. The importers are required to create accounts on Saber, register their products, and choose one of SASO approved bodies enlisted on Saber platform -like Tabseer- to issue the required certificates of conformity.
After passing the conformity assessment, goods at the Saudi ports can then be cleared.

SASO Products Certificate of Conformity (PCoC)

The conformity assessment process for the regulated products is a two-phase process:
  • Product Certificate of Conformity (PCOC)
  • Shipment Certificate of Conformity (SCOC)

 

The Product Certificate of Conformity (PCoC) is issued in the country of origin by one of the SASO-approved certification bodies. It is valid for one year and for a specific product.
SASO PCoC is required and must be attached to the documents of the shipment to complete clearance when arriving at the Saudi customs ports.

Issuance Steps
The Product Certificate of Conformity (PCoC) issuance request must be initiated by the importer through the following steps:

Log into Saber electronic platform and add all the required data.

Select a certification Body (CB) -like Tabseer- to proceed with the PCoC issuing.

Tabseer, an approved certification body designated by the client, ensures reviewing the validity and accuracy of documents.

Tabseer cooperates with the client to upload and submit required documents and data.

PCoC is electronically issued via Saber.

Issuing the PCoC

Tabseer issues the Product certificate of Conformity (PCoC) for imported products to the Saudi market from:

  • The Middle East and North Africa through our branches in Saudi Arabia and Egypt (notification number: P – CB 0344).
  • Europe through our branch in France (notification number: p – CB 0341).

Documents Required for

  • Conformity Documents: Test reports, quality certificates, risk assessment reports, inspection reports, etc.,
  • Technical Documents: Design, dimensions, plans, and specification photo of the products, if applicable.
SASO Product Conformity Assessment Program (PCA)

SALEEM program was launched to maintain the quality and safety of the product through the product conformity assessment program (PCA). This program is under the supervision of SASO. The main purpose of the program is to evaluate, inspect, and certify all imported goods to the Kingdom before placing them in the market.

 

The Product Conformity Assessment Program is implemented by the Ministry of Commerce and Industry, under the Kingdom efforts to ensure that all consumed products are of high quality and safe for use.

About SASO
The Saudi Standards, Metrology and Quality Organization (SASO) is a government organization responsible for setting and managing the standardization activities in the Kingdom. This is in cooperation with the other government organizations and facilities that work in the industry and trade field.
SASO was established based on the Royal Decree No. M/10 dated 03/03/1392 H (17/4/1972 G), to be headed by the Minister of Commerce and investment. All the main sectors related to the standardization field in the Kingdom are represented in the organization.
SASO is authorized to provide legislations, measures, procedures of conformity and compliance that ensure the quality and safety of products placed in the Saudi market. In addition, its vital role is to spread consumer awareness through various activities such as campaigns and workshops that aim to maintain the importance of the quality and safety of the product.

SASO obtained the membership of many significant international standardization organizations such as the International Organization for Standardization (ISO) the International Organization of Legal Metrology (OIML), the International Electrotechnical Commission (IEC), and the International Bureau of Weight and Measures (BIPM).
