Requirements for Registering Cosmetic Products on the Ghad Platform
Step 1: Creating a Business Account on the Ghad Platform
To list a cosmetic product on the platform, the importer must first create a business account on the Ghad electronic system.
The requirements for opening a business account include:
- A Commercial Registration (CR) that includes an economic activity related to cosmetic products.
- A copy of the Ministry of Investment license (required for foreign or joint-venture companies).
- An authorization letter certified by the Chamber of Commerce for the person responsible for submitting and following up on applications through the unified electronic system.
Step 2: Registering a Cosmetic Product on the Ghad Platform
The following documents are required to register cosmetic products on the platform:
- A certified authorization letter issued by the manufacturer or the exporting company, or a contract manufacturing agreement between the local manufacturer and the producing entity.
- A copy of the product label and artwork containing all product details.
- A product image for publication on the platform.
- A complete list of product ingredients, including their concentrations and functional roles.
Integration Between the FASAH and Ghad Platforms
The FASAH Platform is an electronic system launched by the Saudi Food and Drug Authority to facilitate the clearance of imported cosmetic and food products entering the Kingdom.
The FASAH system is integrated with the Ghad Platform, enabling importers to easily select products that have already been registered under their accounts.
The requirements for submitting requests through the FASAH platform include:
- A certified commercial invoice issued in the country of shipment that includes batch numbers or product expiry dates.
- The bill of lading.
- Identification of the port of entry into Saudi Arabia.
- Selection of the products listed in the invoice, along with their quantities and batch numbers.
- Selection of a conformity assessment body to issue the certificate of conformity.
Cosmetics imported or manufactured in Saudi Arabia’s registration process requires submitting the requirements through the GHAD E-Platform instead of the eCosma platform.
Ghad E-Platform provides a wide range of services such as:
- Listing Cosmetic Products.
- Issuing Licenses for factories and warehouses for cosmetics.
- This program is mandatory for all Importing Companies that want to import cosmetics into Saudi Arabia.
- The Food and Drug Authority (SFDA) monitors and verifies the safety of products traded in Saudi Arabia. Also, to list cosmetic products and develop the mechanism for that, in addition to developing the electronic listing system.
- Companies shall register cosmetic products with the Food and Drug Authority (SFDA), as it is the regulatory body for cosmetics in Saudi Arabia.
- Imported or manufactured cosmetics are registered in Saudi Arabia by submitting registration requirements in the unified electronic system (Ghad platform), which enables companies to register products and cosmetic factories.
